Most Smart Tachograph 2 retrofit deadlines for heavy goods vehicles have now passed. The next and final major deadline applies from 1 July 2026, when vans between 2.5t and 3.5t used in international transport will come into scope.
EU tachograph rules for vans: what’s changing in 2026
If your fleet operates internationally, Smart Tachograph 2 compliance is now the standard — with vans becoming the final vehicle category to come into scope from July 2026.
Since 18 August 2025, all vehicles over 3.5 tonnes operating internationally have been required to use Smart Tachograph 2 (ST2).
This isn’t just another bit of red tape. The new rules are part of the EU’s Mobility Package I, designed to make enforcement faster, improve road safety, and ensure fair competition.
For operators using vans in international transport, the final compliance deadline is now just weeks away — and missing it can be costly.
Who the new smart tachograph 2 rules apply to
The requirement applies to vehicles used for international transport within the EU, including:
- Vehicles over 3.5 tonnes, which have been required to use Smart Tachograph 2 since August 2025; and
- Vans between 2.5 tonnes and 3.5 tonnes used for international transport or cabotage, from 1 July 2026.
It doesn’t matter if cross-border work is daily, weekly, or just a few trips a year — if your vehicles enter EU territory, you’ll need to comply.
What is the smart tachograph 2 and why is it different?
The Smart Tachograph 2 is the latest generation of digital tachograph technology. It goes beyond recording drivers’ hours and rest periods.
ST2 devices are equipped with features that make enforcement faster and harder to dodge: automatic border crossing records so there’s no more relying on manual inputs; remote data checks so enforcement officers can pull key tachograph data while your vehicle is still moving; enhanced GNSS (GPS) tracking that logs positioning at start, every three hours, at border crossings, and at unloading locations; and better security with encrypted communications to reduce the risk of tampering or fraud.
The result? Less time at roadside checks for compliant fleets and a much lower chance of falling foul of regulations.

Failing to install ST2 in time can result in serious penalties — in some EU countries, fines for tachograph breaches can reach €1,500 per incident. That’s before you factor in potential delays, missed deliveries, and the reputational hit.

With automatic border logging and remote checks, ST2 reduces the need for manual recordkeeping, cutting the risk of mistakes that can lead to compliance issues.
Keeping drivers safer
The EU’s Mobility Package I isn’t just about catching rule-breakers. It’s also about preventing driver fatigue — a factor in up to 40% of commercial vehicle accidents. More accurate records mean better enforcement of rest breaks, which keeps drivers alert and reduces accident risk.
Key dates for smart tachograph 2 compliance
- The first compliance deadline — 31 December 2024 (grace period until 28 February 2025) — has already passed. This required all vehicles with analogue or non-smart digital tachographs operating internationally to be retrofitted with ST2.
- The next deadline is 18 August 2025, when all vehicles with Smart Tachograph Version 1 used for international transport must be upgraded to ST2.
- Finally, from 1 July 2026, light commercial vehicles over 2.5 tonnes used in international operations or cabotage will also need to comply.
